The Ministry of Marine Affairs and Fisheries has received financing from the World Bank toward the cost of the Infrastructure for Coral Reef Areas - Oceans for Prosperity Project (INSAN TERANG – LAUTRA, henceforth LAUTRA).  To support the project implementation effectiveness, transparency, and accountability, the LAUTRA Project Management Office (PMO) will be established as part of Component 4 (Project Management) to support project coordination and management in accordance with the project’s objectives and fiduciary procedures. This component, led by the Ministry of Marine Affairs and Fisheries (MMAF), will provide goods, training, consulting services and incremental operating costs to strengthen the capacity of the PMO, PIUs and Provincial Project Supporting Unit (PPSU) to manage, implement, monitor, and report on project activities.

The recruited Social Safeguard Specialist will perform the tasks, with aim to ensure that all social risks and impacts of the project are being properly managed, the requirements of the social safeguard documents are integrated into LAUTRA’s activities and agreed actions under the Environmental and Social Commitment Plan (ESCP) are implemented to ensure compliance with the World Bank’s Environmental and Social Framework (ESF) within timeframes specified in the ESCP.

The Ministry of Marine Affairs and Fisheries now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc. including a Cover Letter and reference letter). The qualification criteria are as follows:

1.    Master’s Degree in a relevant Social Science discipline or in Social Science, Natural Resource or Marine Science or related fields, with at least 10 years of solid experience and professional background in social risk, social impact assessment (SIA), Social / Community Development, Indigenous Peoples development and Natural Resource Management with reference to the World Bank Environmental and Social Framework (ESF) or World Bank’s Safeguards Policies; familiarity with Marine Conservation and Climate Change in Indonesia would be an advantage;
2.    Substantial and diverse experience in all aspects of the position requirements. Experience working in both government and donor-funded projects and institutions would be an advantage, including understanding of the project cycle and delivery of large and complex infrastructure projects.
3.    Professional experience in MPA management and action plans.
4.    Substantial professional experience in spatial analysis such as GIS tools, modeling, and mapping would be preferred.
5.    Substantial professional experience at technical and senior advisory level on issues relating to social review, safeguards and mainstreaming issues and processes as practiced in Indonesia.
6.    Proven ability to implement and produce major and complex safeguards instruments, reports and studies.
7.    Demonstrated professional leadership and ability to lead a team of professionals in the execution of major safeguards interventions in high risk or complex investment projects.
8.    Ability to effectively provide capacity building to MMAF’s staffs on safeguards policies.
9.    Strong organizational, analytical and research skills.
10.    Proven ability to work in a team with minimal supervision.
11.    Excellent computer skills.
12.    Excellent oral and written communication skills in English and Bahasa Indonesia.
